How can I apply for ACE account?

To submit an application for an ACE Portal Account, complete, electronically sign and e-mail the ACE application form directly to CBP. Note: Please read instructions at the beginning of the application.

Importer's name / IRS number / address is incorrect in Automated Commercial Environment (ACE); how can it be corrected?

If your company's name, IRS number, or address has changed or is otherwise incorrect in Customs and Border Protection's (CBP) records, your company can submit a correction request to the entry office at one of the ports where your entries are filed. A port of entry must have an official request in writing on your company's letterhead to make corrections to files in ACE. The letter should specify what is incorrect or has changed, and should be attached to a CBP Form 5106. This information will then be updated in ACE. You can obtain the CBP Form 5106 here. For additional information, please contact the Entry Division at your primary port of entry. Your broker may also file this request on your behalf.

 

What is Periodic Monthly Statement (PMS) and how do I participate in PMS?

By participating in PMS, an importer can consolidate their duty payment once a month. This will give an importer up to 45 days to pay the duty. In order to apply, an importer is required to be an ACH participant.

There are 2 types of PMS, a portal and non portal account. For a portal account (with access to ACE portal)), please see above how to apply for ACE. For non-portal account (no access to ACE portal, please send declare you intention to participate in your company letter head and send it to us.

 

What is ACE Periodic Monthly Statement Benefits

ACE is the commercial trade processing system being developed by CBP to enhance border security and expedite legitimate trade. ACE trade community benefits include:

• Payment of duties and fees on a monthly basis;

• Duty payments on the 15th working day of the month, which can result in significant cash flow benefits;

• Online tracking of trade activities through customized account views; and,

• Access to more than 100 customizable reports that can be used to track compliance and monitor daily operations.

 

How can I participate in Periodic Monthly Statement processing?

If you are an importer and a Customs-Trade Partnership Against Terrorism (C-TPAT) certified partner, please send an e-mail notification to the Revenue Division, via periodicstatement@dhs.gov, providing a list of all IR numbers that will be flagged for periodic payment, along with a Microsoft Word scanned copy of your C-TPAT certified status correspondence from CBP. As an alternative, fax this information to the Revenue Division, ATTN: Bond Team at (317) 614-4517. Please copy your Account Manager on the e-mail or fax notification to the Revenue Division.

If you are an importer and are not a C-TPAT certified partner, please send an e-mail notification to the Revenue Division, via periodicstatement@dhs.gov, providing a list of all IR numbers that will be flagged for periodic payment along with all applicable continuous bond numbers associated with those IR numbers. As an alternative, fax this information to the Revenue Division, ATTN: Bond Team at (317) 614-4517. Please copy your Account Manager on the e-mail or fax notification to the Revenue Division.

Importers wishing to use periodic monthly statement processing through their Customs broker must make sure that the broker has established an ACE portal account

 

How the process payment using ACH Credit / ACH Debit for PMS?

Using ACH Credit involves the following steps:

  • Users must initiate a periodic monthly statement payment with their bank.
  • The receivables created for the entry summaries are marked ’paid’ in the sub-ledger.
  • The periodic monthly statement is marked ’paid‘.

 

Using ACH Debit involves the following steps:

  • On the 15th working day of the month, CBP initiates payment. No action is required by the ACH Debit user.
  • The debit authorization(s) processed during the month are sent to the bank for processing.
  • The receivable(s) created for the entry summaries are marked ’paid‘ in the sub-ledger.
  • The periodic monthly statement is marked ’paid‘.

 

When the PMS need to be paid If I have ACH debit?

On the 15th working day of the month, CBP initiates payment. No action is required by the ACH Debit user.  The debit authorization(s) processed during the month are sent to the bank for processing. The receivable(s) created for the entry summaries are marked ’paid‘ in the sub-ledger. The periodic monthly statement is marked ’paid‘.
